In a village facing severe water scarcity, the local government decided to take action. A request was made for funds to construct a large pond to alleviate the water shortage.

With the king’s approval, the funds were allocated and directed through the minister to the administrator of the area. The administrator then instructed the sectional officer to ensure that the necessary work was completed.

Once the construction was finished, the king himself visited the village. Upon his arrival, he questioned the minister, saying, “The work has been defective. Summon the man responsible for it.”

The minister called for an explanation from the administrator regarding the subpar work. The administrator, in turn, reprimanded the sectional officer and commanded him to prepare for a meeting with the king.

As soon as the headman arrived at the court, the king confronted him. “If I had declared that the work had reached excellence and wished to reward the person responsible for it, the news would not have reached you,” he said. “You must find the right man.”
